Our client, an organization committed to advancing the cause of public education, is looking for high caliber administrative support. The essential functions of these positions include providing high-level administrative support to a variety of departments. The work involves using a personal computer and associated software to prepare a variety of documents, including correspondence and reports; to develop presentation materials; to develop spreadsheets; to develop and maintain databases; to process vouchers, and to use the Internet and Intranet for communication and research. The incumbent gathers, synthesizes, compiles and reports data; composes, edits and proofreads documents; and analyzes and responds to information requests. The incumbent also assists in the planning of conferences/meetings, including handling logistical arrangements and providing on-site support; makes hotel and travel arrangements; develops, organizes, and maintains files; prepares vouchers; handles printing, dissemination and inventory maintenance of materials; and provides other administrative support.
You must be highly proficient in MS Office applications and type a minimum of 45WPM; also highly effective oral, written, analytical and organizational skills.

Training Program Manager
JOB RESPONSIBILITIES Primary interface for all implementation aspects of a multi-faceted learning curriculum to a large Federal Government agency. Responsible for the development, implementation and adherence to the master schedule as well as a web-based Learning Management System to address all requirements for deployment (e.g.: facility availability, leveraging participant locations for scheduling and assessment information). Manage client expectations and adherence to the statement of work, managing all aspects of scope. Address change management requests. Coordinate with client on day to day basis on all training implementation requirements. Responsible for overall contract and program performance. Provide customer satisfaction while adhering to the business model established to support the statement of work. Management of the support infrastructure of Learning Tree logistical personnel, establishing policies and procedures, and interfacing with sales support teams.
SKILLS, EDUCATION AND/OR EXPERIENCE REQUIRED A minimum of 5-7 years government program management experience, preferably in a large scale instructional/training/performance improvement programs. Specific experience in establishing a master program schedule utilizing MS Project 2007. Experience in managing large complex training programs for government clients, from inception through implementation. Demonstrated ability to provide guidance and direction to a matrix managed team in an environment which is dynamic and procedures need to be established. Proven expertise in the management and control of funds and resources. Prior experience developing, implementing, and managing large-scale instructional/performance improvement programs. Prior experience utilizing a Learning Management System preferred. Prior instructional/training program development and implementation is preferred. Bachelor degree in a related field required, Masters preferred. PMP certification is preferred. Proficiency with Lotus Notes, MS Office, MS Project 2007. Job Duties: Serves as the primary point of contact with donors and consortium partners on agreement-related issues; Negotiates award terms and conditions with donors; manages the administration and coordination of the Institute's global funding mechanisms; Reviews and edits proposals, reports and deliverables; provides training, tools and resources to staff on grants administration, Compliance with donor rules and regulations, internal policies and procedures, and Project monitoring, evaluation and reporting; Maintains agreement documents and donor information accessible to staff in central files.
Qualifications: Bachelor's degree required, preferably in International Affairs, Public Administration, Nonprofit Management, English or a related field; Master's Degree preferred; Minimum of five (5) years of experience in grants administration/management and donor relations, specifically negotiating with and administering agreements from USAID, Department of State and/or non-US government donors (foreign government aid agencies and embassies, and/or multilateral institutions), for an international development organization OR minimum of five (5) years of experience in grants administration/management for a donor agency OR minimum of four (4) years of similar experience at NDI; Working knowledge of U.S. federal regulations for assistance awards (i.e., OMB A-110, OMB A-122, 22 CFR 226, 22 CFR 228 and 22 CFR145); Working knowledge of regulations and requirements of non-US government donors, i.e., foreign government embassies and aid agencies, such as DFID and SIDA, and multilateral institutions, such as the UNDP and the World Bank; Experience managing/administering non-US government funded awards preferred; Demonstrated ability to negotiate and interact with donors and consortium partners in a professional manner; Demonstrated ability to build and maintain professional working relationships with staff at multiple levels; Strong editing and writing skills, and an eye for detail; Working knowledge of proposal development, budgeting and project management, and monitoring and evaluation processes; Experience conducting training or making presentations on grants administration and compliance with donor regulations preferred; Demonstrated ability to work both independently and as a member of a team, show initiative, solve problems, handle multiple tasks simultaneously, remain calm under pressure, and relate well to and gain cooperation of others at all levels; Proven ability to prioritize tasks and to initiate follow-through with meticulous attention to detail and high level of accuracy; Excellent written and verbal communication skills, and fluency in English; Excellent organizational and interpersonal skills Working knowledge of PC-based word processing and other applications, including PowerPoint and Excel, and experience managing grants administration databases preferred.
